PURPOSE OF THE JOB PURPOSE

- “The protection of Alstom employees, sites, assets, projects in progress, as well as sensitive information, represents nowadays a necessity for our company development. “
- Security encompasses all active and passive measures allowing Alstom to guard itself against, and react to, any kind of intentional malicious action, both in material and immaterial fields.
- In this frame, the Project Security Manager receives delegation from the Project MD to implement and oversees Alstom security policies and procedures at project level. He/she is in charge of protecting Alstom people (employees and visitors), assets, sensitive information and of implementing crisis management processes in liaison with all relevant internal and external stakeholders

- Private security companies (including companies providing security solutions, access control systems, etc…)
- Local public and Security administrations (Police, Judicial & Administrative authorities)

- Alstom other Site or Project Security in the country (benchmarking, experience sharing)
- Other consortium Security or staff if part of a consortium

MAIN RESPONSABILITIES
|
- Assess the threat and identify the security risks for the project,
- Define and implement the relevant security measures for the project,
- Ensure compliance of any security measure implemented within the project with the Group Security policies,
- Define and implement the right security organization for the project,
- Control and update (depending on the risks) the project security organization, means and processes,
- Edit and update the Project Security Plan,
- Ensures that project staff is aware of its individual responsibilities as defined in plans and supporting procedures,
- Keep an updated POB (People On Board) for the project,
- Follow both the general security and social situation in the city / area of the project,
- Provide advice and recommendations to the project Director on security issues and ensure coordination with all security stakeholders (external and internal),
- Coordinate with other consortium stakeholders if any,
- Create and maintain the relevant local security network (security providers, security managers from other companies, local public authorities, local police…)
- Report all security incidents to the Project Director and the Country Security Manager. Ensure that all appropriate measures are taken in liaison with the police / judicial services,
- Coordinate security for the project and liaise with local and national security forces and any other relevant parties as directed.
- Review operations security procedures and advise on best security practice for the operating environment(s)
- Compile and deliver project security and risk reports as directed by the Country Security Manager.
- Provide site security inductions to new arrival employees and expats
- Assess accommodation solutions for expats/ business travelers with the procurement related function.
- In liaison with the Country Security Manager, create and update expats warden system.
- Receive and participate in all Alstom related training, workshop and educational tasks to carry out the role duties.
- Manage and control the project security providers services. Supervise the day-to-day security operations,
- Implement rules and processes to ensure economic security and to protect sensitive information within the project,
- Draft and implement Project crisis management procedures, according to the Group Security Policy. Manage Security crisis and serious incidents at project level

MAIN REQUIRED COMPETENCES
|
Educational Requirements
|
Mandatory:
- Degree in Business Administration, law enforcement, security or equivalent training.
- English speaking (at least basic, depending on the project)
|

Mandatory:
- Previous experience in the military, Police/law enforcement or security field
- Previous managerial level experience
- Good knowledge of national and/or local security environment and security issues.
- Minimum 5-7 years’ experience in the private security sector depending on area of expertise.

- Previous crisis management experience preferred
|
Competencies & Skills
- Advanced knowledge about national / local security environment; field experience in the country
- Crisis management ability,
- Experience in drafting security plans,
- Ability to adapt to constant change, to manage multiple tasks and to deal with complex, stressful situations,
- Good spoken, written and synthesizing skills in Egyptian and English,
- Confidentiality sensitivity
- Strong interpersonal and communications skills (ability to effectively communicate within all levels of the organization and outside the organization).
- Analytical and problem-solving skills to implement/review adequate security measures
- Experience in organizing and managing staff/teamwork
