Purpose of the job:
The Site HR Manager is in charge of maintaining and enhancing the organization's human resources by deploying, developing and evaluating employee relations and human resources policies, programs, and practices.
Reporting to Country HR Director hierarchically and funcitionally to Site Managing Director, the Site HR Manager will be responsible for the below:

Reliable partner to managers by providing proactive, valued-added input related to their business needs

Support Managers in applying good HR Management, policies, processes and programs

Manage and lead the HR change management for the transition of the site through Alstom processes
-
Develop/Adhere to the recruiting policy/strategy and execute recruitment activities efficiently within deadline
-
Evaluate and come up with alternative channels of sourcing good quality candidates to keep recruitment costs down

Work closely with each business manager and successfully executes HR initiatives

Conduct trainings of HR process related topics

Handle expatriates immigration and settling-in related process
-
Ensure the accurateness of data in HRIS tool (SAP Success Factors)

Monitor the Performance Management Cycle (My Performance) including : annual performance reviews, salary review process, talent reviews, competency assessments and development plans

Lead and improve the local HR team in site
-
Manage various employment contract types, benefits and policies
-
Monitor the costs of HR activities – training, recruit and relevant programs to ensure expenditures stay within HR budget

Support EHS and Communication strategy where needed

Manage industrial relations with the Union at Site

Manage HR budget and headcount studies, reach the yearly targets set
Performance measurements:

Timely fulfilment of People Management Cycle (My Performance) of relevant communities

Implementation of high quality and cost effectiveness collective development plan for the community

Recruitment, retention of high performers and key/critical positions

Feedback from stakeholders
Requirements:
-
University degree (4 years), majoring in human resources, psychology, business studies, social sciences or economy
-
5 years managerial HR experience in a similar industry/environment
-
10 years Generalist HR management experience covering all areas of HR management practice
-
Capability influence and resilience within a matrix organization structure
-
Up-to-date knowledge of labor, social and employment laws and legislation
-
Experience dealing with employee representatives.
-
International exposure or experience
-
Fluent in the English language, written and spoken
Desirable requirements:

MBA with specialization in HR Organization Development

Experience of HR operational aspects (Talent availability, Salary & Benefit, Legal/Labour Compliance, Income Tax, Social Context, HR Budget, Industrial relations)
