Your future role

The role of the Project Procurement Manager is to deploy commodities strategy, ensure project execution in line with QCD objectives and pilot local contractual relationships with suppliers and/or local subcontractors whilst complying with ALSTOM Transport Values and executing in an ethical manner.
Secure that suppliers QCD performances are in line with objectives for defined project(s).
He / She is the workpackage owner for the project and the main interface between project & sourcing team
Overview:
- Manages the sourcing activity of the Project
Ensure that the overall QCD target of the WP materialunder his/her responsibility is met
Prepare a retro-planning of project needs (Project Sourcing Plan) in order to obtain the availability of the purchase requisitions on time and on quality in order to properly execute sourcing tasks
Communicate project needs and ensures they are properly taken into account
Encompass PSCL output in the overall picture of the project (availability of the purchaser requests on time and on quality for take-over by the buyers, consolidation of the logistic conditions)
- Communicates project needs and ensures they are properly taken into account
Organise launch meeting toward TSS and Dom
Challenge new gaps compared to tender commitments, incorporates Return on Experience, escalate if any critical delay is occurring in specification availability, facilitates co-operation between Engineering and Sourcing, ask for arbitration in case of conflict
Publish the specific legal requirements to be taken into account in negotiation, after analysis of the customer specific demand and after decision with the PM to flow down (or not) these requirements to the suppliers
- Define and implement the Project Sourcing Strategy in full respect of QCD commitments
Establish and agree with the PM on a Project Sourcing Strategy (if not done at Tender stage), in line with Commodity Sourcing strategy (panel, LCC objectives, dual sources etc)
Animates supplier selection through Business Award process, asks for arbitration when relevant
Based on SSM, buyer, SPQD output, supervises contracts execution of selected suppliers until FAI milestone
- Manage the Material Work Package
Review periodically the QCD material scope (Work packages) with the stakeholders, establish a robust “at completion” vision, taken into account risks, ambitions and incertitudes
Establish bridge analysis at each SPR cycle
Engage the claim process for the CONQ S2 incidents
- Supplier relationship:
Identification of project and business needs
Preparation and launch of Request For Quotation with suppliers using the standard tools (e.g.: Altes)
Negotiation of cost reduction with suppliers
Pilot local l Contract negotiation in accordance with Commodity Manager guidelines
Inputs provider/contributor for order placement
Ensure QCD targets achievement, CONQ (Cost Of Non Quality) & claims management
Lead supplier QCD performance reviews
- Commodity support on site:
Consolidation of commodity needs at Site / Project level
Active participation to define, in accordance with Commodity Management Organization, the local commodity strategy (local panel elaboration)
Support of Commodity Manager in tender / project phase
- Involvement in projects:
Closely work with project representatives
Ensure work package sheet commitment respect / Ensure QCD targets

- University Degree
- MASTER in purchasing or equivalent (engineering, project management…)
- Interest in technical field
- 5 years of experience (Project, Sourcing, Engineering, Quality…)
- Fluent english & International background is a must
- Computer literacy: Word, Excel
- SAP knowledge
