Could you be the full-time Buyer in Bucharest we’re looking for?

 

Your future role

Take on a new challenge and apply your expertise in a new cutting-edge field.  You'll:

  • Build robust and competitive Tender Procurement cost and schedule commitment
  • Ensure that the services and material costs & risks & savings are “assessed, challenged, validated and approved” in order to drive competitive tenders and profitable contracts.
  • All Tender Procurement Plans are passing through the Procurement Tender validation & approval process (TPV).

 

We’ll look to you to:

  • Define Tender Procurement strategy.
  • Build the costing based on the formal TPP (Tender Procurement Plan, standard tool to be used to build the whole sourcing commitment)
  • Securing the costing is robust and competitive
  • Assess, jointly with the Tender team, the opportunity and risk related to early agreements with suppliers (“Pre-Bid agreement”), taking into account REX of similar experiences
  • Full costing is in line with the document given in the tender Instruction For Quotations (IFQ) and the PTM conducts measures to strengthen costing by cross functional alignment such as the Sourcing Alignment Review (SAR)
  • The risk management is properly managed. Costs are the most ambitious ones, risks are tracked in the RAMP
  • Commit to standardize and maintain Procurement Product Reference costs with same Tender file format.

Supplier relationship:

  • Support global supplier panel relationship
  • Manage specific supplier panel relationship (negociation, specific agreement, local supplier QCDT performances) & supplier creation/change requests
  • Monitor day to day suppliers performances and issues - QCDT

Commodity support on site:

  • Consolidation of commodity needs, inputs
  • Active participation to commodity strategy and panel elaboration
  • Provide imputs to build differenciation
  • Support of Commodity Manager in tender phase
  • Represent the commodities towards projects, platforms and solutions.
  • Effective teamwork with internal customers and stakeholders in problem solving
  • Apply the Alstom Transport Sourcing process, and provide return on experience.

Involvement in projects:

  • Coordinate project with all Metiers
  • Prepare and launch of Request For Quotation with suppliers using the standard tool.
  • Lead project negociation.
  • Monitor sourcing project QCDT & legal project evolution (FAI, Business Award, Product development)
  • Prepare & present Business Award
  • Ensure project KPIs (Savings, Panel Management, EHS)

  • Specialization in purchasing represents an advantage
  • Fluent english & International background is an asset
