The Wayside Domestic is a pivot for a sustainable and profitable business of D&IS in Italy. It leads the execution and overall Alstom performance with regards to Wayside Signaling Projects (Interlocking, ERTMS and TMS technologies) for the Italian market.
- Manages and coordinates a portfolio of Projects assigned to a team of Project Managers accountable for the related QCDP (Quality, Cost, Delivery and Performance) commitments. The Project Portfolio Manager is the line manager of those project managers.
- Is accountable for the QCDP performance of the projects in their portfolio.
- Allocates proper Project Management resources, arbitrates as per Alstom priorities in case of conflicts and in collaboration with all stakeholders.
- Interfaces with Country Project Director, MD and with third parties to synchronize actions towards Customers and secure overall Alstom strategy.
MAIN RESPONSABILITIES
Project Portfolio Management:
- Be accountable for Project portfolio financial performance (Margin & Cash).
- Be Accountable for their project portfolio operational performances (e.g. PPI, Time related KPIs such as OTD and DFQ Go On Time).
- Liaise with Site MD, Site Tender and Project Directors, Country PMO and Global Planning to ensure resources capabilities and availabilities are fitting portfolio needs, and to set priorities among the project portfolio for the resource allocation aligned with Alstom objectives of profitability.
- Be accountable for project portfolio execution, together with Project Managers, Porject Director and Customer Directors through MPR (Management Project Review) & FPR (Financial Project Review).
- Be accountable to report to Destination country management the main issues and risks on projects within the scope of responsibility.
- Help to optimize usage of resources, and to make synergies in the ways of working and the project execution strategies.
- Act as the Customer interface if/when required depending on the project portfolio organizational set-up and/or supports the Customer Directors / Project Managers on customer management related topics.
Project team management:
- Manages the Project Managers of the Portfolio, assesses and develops their competencies.
Operational support to Project team:
- Follow-up of the Projects QCDP: cash, sales, Design for Quality milestones and progress follow-up (manufacturing, testing, commissioning and warranty…) from work packages/sub-system reviews, MPRs, FPRs.
- Ensure good support from the “métiers” to their team of Project Managers for day-to-day business.
- Provides support in the management of risks and savings, mitigation and cost reduction action plans and the identification and negotiation of opportunities.
- Proposes and provides support for improvement action plans in projects during Project reviews (MPR, FPR).
- Contributes to action plans related to process, product and organization.
- When issues on Projects occur between sites, which are escalated, facilitates arbitration between sites in collaboration with the Site MD.

MAIN REQUIRED COMPETENCIES
EDUCATIONAL, PROFESSIONAL REQUIREMENTS
- Master degree
- Previous, extensive experience as project / program / portfolio / métier management (10+ years) in complex development environment, better if in Signaling & Infrastructure sectors
- Previous transversal and/or international assignment in leadership role
- Experience in Team and Resources management and planning
- Experience of working in and with multi-national companies and in different business cultures
DESIRABLE REQUIREMENTS
- IPMA/PMP certified
- Experience in managing/developing public works contracts in Italy
- Knowledgeable of signaling technologies
- Established external and/or internal network
- Knowledgeable of ALSTOM way of working for efficient process/project execution
