Mission & Responsabilities


Purpose of the job


  • Participate to TLM (new build or maintenance) and cascade it to Sourcing team during Sourcing Tender Launch Meeting
  • Manage tender sourcing (cost commitment, technical definition availability...)
  • Define the Sourcing Tender Strategy
  • Provide inputs (Technical Specs) and internal needs (Localization, planning, cost pressure etc...)
  • Consolidate the sourcing commitment for Tenders & associated Risk and Savings action plans
  • Represent the Sourcing function in the Tender Team
  • Deliver the QCD commitment for Validation > SSD or T&P /Sourcing VP according DOA process
  • Ensure transfer to PrSM at TTM
  • Provide REX from the Tender to Product/Platform teams.
  • Provide support to Reference Library Management and Improvement for Local Commodities




Tenders Commitment


  • Ensure requirements (by gap vs. RL) are provided to Sourcing Domains (Central) and Sourcing buyers (Local) and challenge them.
  • Challenge tender requirements (promote standardization or optimum technology)
  • Consolidate the sourcing commitment in tender phase and the preliminary supplier list
  • Propose and validate with SSD and PLSD the ambitions based on Reference Library improvement plans
  • Enter the ambitions validated in ASIP
  • Supplier pre-BA (pre-business award), jointly with the Sourcing team and bid team, for the Top5 strategic commodities
  • Define the project sourcing strategy (list of suppliers pre-selected, detailed ambitions per levers, ..) and publish the Tender Reporting Sheet for validation


Risks management


  • Identify the product development to start during tender phase if any.
  • Highlight the long lead-time of product developments 
  • Assess, jointly with the tender team, the opportunity and risk related to early agreements with suppliers, taking into REX of similar experiences
  • Build robust cost assumption on B&C items, according to proven models
  • Map other potential risks linked to supplier (Financial Health, capacity, Monopolistic situation, Technical Capability…)




  • For tenders requesting sourcing localization on specific areas (type LRV Nam, PRASA,..)
  • Collect the details on the local network of companies involved in Railways business (or close to Rw business)
  • Support the identification of  local supplier panel with the global Sourcing organization
  • Produce business case to demonstrate interest for localization vs. off shore solution. Push for derogation analysis by Technical team if it is necessary to maximize local content
  • Keep up-dated KPIs on the localization progress
  • Get real time information about competitors'progress / intentions / behaviors


Project & Opportunities


  • Communicate on a monthly basis around Tender progress and business forecasts


Educational requirements


MASTER in purchasing or equivalent (engineering, project management…)


Technical Knowledge / Experience


Interest in technical field
8 years of experience preferably in Sourcing
