Purpose of the job:

To prepare, lead and manage all aspects of a tender within all East Asia, Singapore & Malaysia clusters (from Business Opportunity Review up to Tender Review Meeting) for the Signaling and Infrastructure product lines, we are recruiting a Senior Bid Manager, based in our Bangkok offices.

 

The Senior Bid Manager acts to deliver an offer which meets the customer requirements whilst adhering to the guidelines of Alstom Group.

 

The Senior Bid Manager mobilizes the bid team to find the optimal way to win the order whilst ensuring ability to execute. This implies optimizing competitiveness while mitigating risks.

 

To this effect, the Senior Bid Manager leads the Task Oriented Bid Team in the successful completion of their assigned tasks within schedule, allocated budgets and scope to the required quality. The Senior Bid Manager shall lead the team with the view of the full bid strategy including areas outside own Value Chain Entity and the overall impact on BT. The Senior Bid Manager ensures that the bid is accurately documented internally with all the required detail and input that contributes to producing the internal Governance and costing as well as technical and commercial submission.

 

The Bid Manager is responsible to apply the Senior Bid Management and Bid Approvals processes and the applicable tools during all bid phases, and is accountable for the strict and efficient application thereof.

 

Key accountabilities:

  • Contributes to the pre tender and tender governance review with the Commercial & Market & Pricing Team.
  • Manages the bid team: structures and organizes the Bid Team, runs all necessary meetings to ensure the Bid Strategy is understood by all stakeholders, manages the bid schedule, budget and progress, regular reporting to management, oversees the production of cost benchmarks and manages cost optimization phases.
  • Interfaces with all adequate functions and entities to ensure they are working efficiently together
  • Ensures bid cost optimizations all along the bid preparation.
  • Responsible for transferring all materials and Bid phase knowledge to the project execution team, bringing the execution team up to speed on the project and ensuring adequate support from the bid team for the execution team during the execution phase launch process.
  • Provides input for Lessons Learned/Post Mortem Workshops.
  • Responsible for adequate communication with the other sub-teams and commercial/internal partners.
  • Ensures on-time delivery and optimized quality of all deliverables of the Bid team.
  • Responsible for the preparation of all Governance documents, with optimal quality and in a timely manner. To achieve this, the Bid Manager (a) Ensures that the different functions have completed preparation and submission of their input and are committed to this input and sign off on this  (b) challenges the input, assumptions and accuracy of all functions.
  • Submits and presents Bid Governance for approvals and Mandates, attends all review meetings and sees to it that bid governance rules are respected. The Bid Manager ensures that all changes during a negotiation phase are accurately documented and communicated to the team until Best And Final Offer is provided to the customer.

 

Performance measurements:

  • Provide Bid deliverables fully optimized on time
  • Reliability of Bid commitments and Governance inputs
  • Proactiveness to lead functions and entities in the Bid Team all along the Bid execution phase

 

Education:

As a minimum, a university degree, with either an Engineering, Financial, Legal or Business Administration background or equivalent

 

Experience:

  • Typically 8-10 years of experience, minimum 2 years of cross-border team management
  • Working experience in one or more of: Project Management, Bids, Bid Controlling, Project Engineering or Operations
  • Experience in cross functional bids
  • Solid understanding and management of internal Alstom Group governance procedures
  • Good technical understanding of complex technical systems and products
  • Good knowledge of financial processes in long term projects.
  • Advanced Excel knowledge and MS Project required.
