Project Engineering Manager – Rolling Stock / Component (PrEM)
Purpose of the Job
- Acts as the Engineering representative within the project core team.
- Manages the engineering core team to meet QCD (Quality, Cost, Delivery) commitments.
- Promotes company values: Team, Trust & Action.

Reporting Structure
- Hierarchical: Site PrEM Manager (or Site Engineering Director acting as PrEM Manager)
- Functional: Project/Sub-System Manager during project duration
- Direct Reports:
- Train Performance Manager
- Train Architecture Manager
- Design for Operations Manager
- Sub-System Managers (until GPS)
- Project Development Planning Manager
- Train Cost Manager
- Project Configuration & Change Manager

Main Responsibilities
Performance Measurement / KPIs
- KPIs monitored through PrEM cockpit:
- Engineering Work Package costs at completion
- OTIF / On-Time Design Reviews / Gate Review Go on Time
Main Management Missions
Accountable for:
- Technical decisions taken with the team.
Responsible for:
- Managing Project (or R&D or Sustaining) Engineering activities by delivering Engineering Work Package in compliance with QCD commitments.
- Representing Engineering among project core team and managing interfaces with PrXMs and other PrEMs.
- Representing Alstom Project Engineering:
- In front of customer for design progress, issues, risks.
- In front of partners in case of consortium for timely inputs/outputs and design reviews.
- Providing regular reporting and performance analysis (PrEM cockpit).
- Defining and enforcing the Engineering Management Plan.
- Managing functionally the project engineering core team (TxEs, RAMS, CV).
- Providing workload updates and escalating staffing issues.
Engineering QCD Management
- Owns engineering work package and updates baseline regularly.
- Validates Variation Orders and ensures traceability.
- Approves product modifications as part of CCB.
- Manages scheduling convergence and operational quality.
- Plans and ensures timely Design Reviews and Gate Reviews.
- Animates engineering issues and ensures closure of C1/C2 issues.
- Provides prognostic for DFQ Gate Reviews and mitigates No-Go risks.
Risks & Savings
- Manages engineering risk mitigation and savings action plans.
- Provides inputs for RAMP/SAMP updates.
- Communicates and escalates critical paths internally and externally.
Main Required Competencies
Educational Requirements
- Mandatory: Electrical Engineering degree or equivalent with experience in engineering team.
- Desirable: For large projects (>100,000 hours), minimum 5 years’ experience in product development and management positions.
Experience
- Mandatory: Extensive technical knowledge and project/company background.
- Desirable: Experience in large-scale projects.

- Fluent in English and local language.
