Currently, the company is executing metro projects in several Indian cities including Chennai, Kochi and Lucknow where it is supplying Rolling Stock manufactured out its state of the art facility at SriCity in Andhra Pradesh. In the Mainline space, Alstom is executing Signaling & Power Supply Systems for the 343 Km. section on World Bank funded Eastern Dedicated Freight Corridor. Job Description
Job Title & Purpose : Indirect Procurement Manager Sites
Purpose of the Job :
- Responsible for Managing the site procurement activities for all Alstom locations in India as per the business requirements
- -Defines the procurement targets (SLA, Savings, Ramp-up, Performance, etc.) in his scope, in line with the targets defined at Region/country level, and is accountable for their achievements
- -Leads a team of Tactical buyers which includes talent acquisition and development, performance management and support
- -Ensures that the team meets all Service delivery targets. Develops and executes action plans to continuously improve performance.
- -Maintains strong relationship with stakeholders. Acts as an escalation point for any issues raised by customers or the team
- -As an expert for operational delivery and excellence, contributes actively to the development and execution of clear and robust processes inside the Indirect procurement organization

Responsibilities
Align with Regional and Global Commodity Strategy and implement the same at country level
Lead QCD relationships with suppliers at country level
Applying and maximize the usage of E-Sourcing tools (e-RFx, e-Auctions, e-Contract Management, e-Procurement, e-SRM...) available in the organisation
1. Develop the competencies and the performance of the Site Indirect Procurement team
Best in class Procurement team at all levels
Responsible for team performance and behaviour, ensuring they are both customer focussed and process oriented
Attract, motivate and retain talent, continuously develop skills and competencies
2. Achieving Business Results and Operational Excellence
Accountable for the smooth delivery of procurement processes in his scope (site location and projects, corporate domains), in line with Alstom processes and agreed Service Level Agreements (SLAs)
Manage resources allocation based on considerations of business risk, commercial aspects and urgency
Manage the changes required to deliver continuous improvement in quality and scope of services"
3. Cost Savings
Cost will be a key parameter, looking for every available opportunity to minimize /optimize the cost spent to secure the goods/ services
Bring demand management / value capture mind set to reduce overall cost of the product / services for defined period
Delivery YoY savings as per the targets defined by the company
Work closely with the stakeholder and end user to identity opportunity work collaboratively & bring alternative approach to minimize cost at everylevel
4. Stakeholder Relationship
Building strong relationships with key stakeholders in order to manage expectations and improve cooperation across procurement organization and the business
Proactive in seeking feedback on the team’s performance, develop and execute action plans to continually improve stakeholder satisfaction levels
Act as a final point of escalation for any issues raised by customers or the team"
5. Processes, Tools, Projects
Ensure that day to day activities performed by the team complies with standards and performance measure set in as per the approved procurement guidelines
Identify transactional activities related to procurement and work closely with GSS head to shift the responsibility to GSS operations / Transactional team
Drive operational and strategic excellence methods
Deliver operational and process improvements through lean approach and techniques
Ensure the effective monitoring of supplier performance (KPI’s and Procurement KPI’s)
Act as Subject Matter Expert in wider Procurement projects or initiatives, taking ownership for project deliverables assigned to the team"
Validate ARIBA Ramp-up objectives for his scope, in alignment with CM /GSS team.
6. Team Management
Manage and direct day to day activities of direct reports to ensure timely procurement as per business requirement
Provide on going career development, Support, coaching and mentoring for the direct and functional reports
Provide timely feedback to the team on their technical and behavioral aspect and identify need based training requirement
Be first point of contact for the site buyers on any grievance management
Solicit ideas and foster an environment for personal development of the team members
Regularly review team structure and assess workload, talent requirement and participate in the recruitment and selection process
Conduct objective setting,, performance and people review process for the team
7.Supplier Relationship Management:
Manage long term relationships with the supplier for critical suppliers
Implement Robust supplier qualification process as per AT Guidelines and implement regular quality review plan along with SPQD team for critical supplier base
Implement clear supplier performance monitoring process and conduct regular review at agreed frequency with the stakeholder(min. quarterly) on supplier performance (incl. quality) and solves major issues and secures objectives achievement
Work closely with the suppliers to optimize the total life cycle cost (Incl YoY cost reduction initiatives)
Set performance target for the suppliers at Site level, Monitor and report supplier KPI adherence and contract compliance
Candidate requirementsEducational requirements
BE / B Tech with MBA / Specified certification in Sourcing / Purchasing preferred
Technical Knowledge / Experience
15 + years of experience in Indirect Sourcing from Manufacturing / Project oriented industry
Sourcing professional background with experience in managing team at multi location
Emerging management experience (5 years)
Behavioral and Technical Skills / Competencies
-Strong links and common processes with the CM/RCM team and with the GSS buyers
-Stakeholders relationship with Site MD / SSD Requesters and their management
- Experience of implementing change in a complex environment, working with a wide range of stakeholder
- Fluent english & International mindset
- Leadership, communication, internal and external influencing skills, team management, negotiation, strategic vision
