PURPOSE OF THE JOB

  • Manage the RAMS activities and related deliverables in accordance with QCD commitments on the project(s)/program(s) allocated to the Group
  • Support the Alstom products performance by ensuring RAMS requirements are identified upstream allowing to:
    • enhance their capability to meet the expected reliability targets
    • reach an acceptable level of risks as per the Alstom Safety policy 
  • Manage and develop the team of RAMS Engineers part of the Group
  • Apply the applicable Alstom/RSC RAMS processes & instructions

  • Engineering Design team (TPM, TxE, SE, SSE,…), RAMS Métier Team.
  • Project: Project Engineering Manager (PrEM) or Chief of Development (CoD), Project Warranty Manager (PrWM), Project Quality and Safety Manager (PrQSM) and other RAMS stakeholder from other departments (Sourcing, Industrial, etc…)
  • Integrating & Participating Units:  Site/Group RAMS Manager counterparts from other units.
  • Service: ISR/LCC Engineer

External

  • External Suppliers, Customers, Safety Authorities, Independent Safety parties (Nobo,DeBo,ISA).

MAIN RESPONSIBILITIES  

KPI Measurement: For all projects under the responsibility of the Group

  • Respect of QCD work packages
  • On Time Delivery
  • Safety / Reliability Design Reviews performed on time and documented.
  • People Management Cycle on time / Succession plan
  • Regular reporting to the management and alert in case of issue affecting the performance of his/her team
  • Compliance to Alstom/RSC RAMS processes & instructions
  • Pro-active contribution to the development of the RAM & Safety culture on their site

Responsibilities:

  • Accountable for:
  1. Ensuring the proper management of the RAMS activities on the projects/ programs under the responsibility of the RAMS Group for its scope as per the applicable RAMS instructions/processes and other specific requirements committed to the Customer.
  2. Ensuring the proper management of the RAMS activities on the tenders under the responsibility of the RAMS Group for its scope and to review/challenge the related RAMS activities results and quotation.
  3. Ensuring the proper follow-up of the QCD Workpackages for the RAMS Group.
  4. Supporting the Group team in the resolution of complex issues in particular those involving other stakeholders (internal or external) and to support them in the definition of priorities.
  5. Ensuring the RAMS performance of the Alstom product is properly managed on each project/program and follow-up the main open RAMS actions for "at risk" or challenging projects/programs
  6. Ensuring the reliability and safety design reviews are prepared and documented as per the project/program schedule and follow-up the main open actions.
  7. Ensuring RoE of projects/programs (product reliability measure, K1 issue ...) from RAMS perspective is properly feedback to the technical repository and/or RAMS processes as applicable.
  8. Managing the development of the Group team to ensure the adequacy of the capacity vs workload vs skill with the support of the N+1.
  9. Alerting the N+1 in case of team issue in terms of capacity, skills and other particular events potentially affecting the team performance (resignation, mobility, conflict etc…).
  10. Ensuring the Alstom/RSC RAMS rules & processes are applied by the Group to the relevant program(s)/project(s) in particular those dedicated to the RAMS activities.
  11. Reporting on the progress of the Group RAMS activities and alert the N+1 in case of issue potentially impacting the achievement of the QCD commitments.
  12. Follow-up on the potential blocking issues with regard to the expectations of the next Safety/Reliability design review milestone and be a support in the implementation of the related resolution plan.

 

  • Responsible for:
  1. Supporting the other stakeholders (design, industrial, sourcing, validation etc..) in the understanding of the RAMS processes and actions in particular with regards to the interfaces in between the teams.
  2. Being the point of contact for the transverse RAMS matters for the particular scope allocated to his/her Group (eg: safety issue for a product range).
  3. Appointing a safety leader for safety issue (K1 8D) relevant for the scope of the Group and ensure the proper RoE is performed from the product/process perspective.
  4. According to the Group size and workload, taking the role of Train/Subsystem RAM/Safety Manager/Engineer on one or several projects/tenders.
  5. Applying and follow-up the People Management Cycle on time for the Group according to N+1 and HR instructions
  6. Appointing RAMS resources to the projects/programs/tenders allocated to the Group and to follow the adequacy of the workload vs staff capacity.
  7. Having a pro-active challenging view on the overall RAMS results of the studies performed by the Group to enhance their adequacy/consistency and compliance the applicable RAMS instructions and guidelines.  
  8. Contributing to the maintenance of the technical repository of the relevant Alstom products.
  9. Providing feedback to Central Engineering on the application of the RAM & Safety processes
  10. Being a pro-active contributor to the improvement of the RAMS Métier rules in collaboration with the RAMS Métier team.

 

 MAIN REQUIRED COMPETENCIES 

Educational Requirements & Experience

  • RAMS assessment and demonstration with 3 to 5 years of experience.

And/Or

  • Electrical and/or Electro-mechanical Engineering applied to Railway products with 3 to 5 years of experience.
  • First hand Experience of team management
