The  General Manager plans, organizes, directs, controls and coordinates the commuter rail operations and maintenance through a team of functional managers and front-line supervisors. The General Manager ensures increasing levels of customer and employee satisfaction while improving the efficiency of manpower, materials and trainset reliability and availability. 

    

 Key Accountabilities: 

 

  1. Plans, develops and implements organization policies and goals. Coordinates activities of divisions or departments to insure compliance with FRA, FTA, State Safety Oversight and CPU regulations, Collective Bargaining agreements, Quality Responsible for ensuring the site meets or exceeds contractual and internal Alstom Key Performance Indicators.  

  1. Plans, develops and implements organization policies and goals. Coordinates activities of divisions or departments to insure compliance with FRA, FTA, State Safety Oversight and CPU regulations, Collective Bargaining agreements, Quality & Maintenance and Safety to effect operational efficiency and economy.  Responsible for ensuring the site meets or exceeds contractual and internal Alstom Key Performance Indicators.  

  1. Acts as a liaison with customer, operating departments, and outside agencies with respect to operations, maintenance of way, facilities, and maintenance of equipment and all issues arising from the Service Property and/or Service Operation. Provides leadership and mentoring for problem resolution to facilitate improvements and improve working relationships both internal and external. Ensures customer needs and expectations are addressed in a timely and efficient manner through a documented process. 

 

  1. Identifies maintenance and operations trends/issues and develops programs and procedures to ensure improved site safety, operations, fleet reliability and availability. Discusses inspection and repair defects or violations with federal and public representatives to resolve concerns, such as time of repair, repair cost, and methods of preventing future defects or violations. Undertakes projects, prepares reports and performs other duties as directed by senior management or the client.

Basic Qualifications:

- Bachelor's degree in Business Administration, or related field.

- Ten to Fifteen years of progressively increasing responsibility of senior management experience in the heavy rail industry (preferably Passenger Rail), which includes railroad operations, customer service, maintenance, KPI management, budget preparation & control, labor relations and a thorough working knowledge of all Federal, State, Municipal and Local regulatory requirements including FRA, FTA (CFR 659), DOT SSO, and OSHA. 

- Must possess operations experience that is compliant with Title 49 Chapter II, Parts 200-269 (Federal Railroad Administration) of the US Code of Federal Regulations.
