Purpose:

This position acts as the primary EHS Manager for the Alstom MARC location in Baltimore, MD.  The role will be responsible for developing, implementing, and administering a comprehensive EHS program for Alstom's Baltimore location, and will also serve as the principal subject matter expert regarding EHS issues for rules and regulations of multip[le regulator agencies including the U.S. OSHA, U.S. DOT(Federal Railroad Administration), and MARC.

 

Primary considerations for the positions are to:

  • Ensure/provide a safe and healthy workplace for our employees and contractors. 
  • Minimize impacts on the Environment (environmental footprint of operations & management of historical pollution). 
  • Protect Alstom assets and reduce risks of business interruption resulting from fire and natural catastrophes
  • Ensure compliance with applicable laws and regulations and to protect Alstom’s Corporate reputation.
  • Servives as the first poin to of contact with our customer MARC on all EHS matters. 

 

Support Business Leadership in achieving EHS results

  • Drives implementation of Alstom’s EHS policy objectives and the Alstom Zero Deviation Plan (AZDP) while maintaining focus on continuous improvement of EHS performance.
  • Provides support and leadership in business-wide projects and initiatives intended to advance the environmental, health and safety policies and priorities in alignment with Alstom management principles.
  • Conducts all business in an ethical and professional manner.  At times representing Alstom in professional settings with customers, regulatory officials, etc.
  • Deploys tactical initiatives consistent with the Alstom EHS regional strategy and objectives. 
  • Monitors and analyze EHS key performance indicators and present progress and initiatives at regular management reviews.
  • Ensures risk assessments and mitigation measures are in place and/or regularly performed.
  • Ensures proper contractor management with respect to EHS policies and procedures, especially where interfaces are involved with other contractors, customers, or internal operational functions.

 

Lead the EHS function within the Business

  • Ensures that Alstom EHS standards and tools (AZDP, TOP-E, Key processes, etc.) are deployed throughout the business and that a focus is put on continuous improvement.
  • Assists and coaches site-based leaders and operational management teams on key EHS programs.
  • Ensures leadership is fully aligned with compliance in all relevant statutory, regulatory, contractual, and company requirements & proposes actions to correct any gaps.
  • Assists with Bids and Tendering process for the business.
  • Influences leadership and key stakeholders regarding EHS performance: facilitates change and continuous improvement.
  • Prepares and implements EHS training plans and programs.  Conducts training classes in relevant subjects for employees and contractors.

 

Report, Measure & Review

  • Ensures measures are in place to prevent injuries from occurring, and if/when occurring that they are reported, recorded, investigated and analyzed according to Alstom procedures. 
  • Prepares and submits monthly, quarterly and annual EHS reports in accordance with Alstom reporting requirements. Is accountable for data quality.
  • Organizes and leads internal EHS audits and inspections of the EHS reporting process.


Educational Requirements: Bachelor of Science Degree or higher in Occupational Safety Management or related field.
Mandatory: 

  • Accredited University Engineer or Business Degree (B.S or higher)    Desirable:
  • Certified Safety Professional (CSP) Desirable
  • Certified Hazardous Material Manager (CHMM) Desirable
  • Experience: No less than 5-8 years of manufacturing and/or railroad experience as a professional preferably in the field of EHS.

 

Mandatory: 

  • Comprehensive knowledge OSHA, DOT (FRA) and US EPA regulatory compliance.
  • Strong knowledge of railroad operating practices, rules and procedures, especially as they relate to rail safety issues.
  • Knowledge of regulations and standards relating to railroad operations and requirements in such areas as hours of service, accident reporting, blue signal protection of workers, roadway worker protection, and rail vehicle movements.

  

Desirable:

  • Broad knowledge of the railroad industry including economic and operating considerations and equipment.
  • Knowledge of the general safety and health principles and practices applicable to the rail manufacturing industry.
  • Good knowledge and understanding of ISO14001 and ISO45001.
  • Drug and Alcohol Testing requirements for FRA
  • Workers’ compensation and return to work experience.
