  • Purpose of the job
    • Defines and implements the tender documentation management within the tender organization, in accordance with Alstom internal rules, including tender deliverables, contractual exchanges and internal documentation all along tender process up to Transfer Meeting.

  • Manages the documentation sent to the customer:
    • Defines the rules of the documentation production (including templates definition, codification and versioning, writing instructions, verification, validation, distribution, storage…)
    • Consolidates the list of documents to be delivered to the customer
    • Defines and monitors the planning of documentation production
    • Presents the rules and schedule during the Documentation Tender Launch Workshop (DTLW)
    • Follows and makes sure those rules are understood and respected by every document’s author
    • Together with Bid team, flags documents to be reviewed, identifies readers and pairs to be involved per document and alert them since Tender Documentation Launch session
    • Ensures the expected documentation quality but implementing cherry picking controls, organizing reviewing process and makes sure internal validation of documents is done before submission to Customer
    • Provides documentation reporting and indicators to Bid Community (including visual management in Obeya).
  • Manages the tender internal documentation:
    • Ensures the bid documentation (internal and external) recording in TEAMS (standard structure, codification, versioning)
    • Manages and ensures the use of the LRH standard templates for key reference internal documents : IFQ, Risks & Opportunity register, Tender planning, Execution planning, Compliance matrix, …)
    • Ensures a smooth transition of the documentation management between tender and project phases by deploying Alstom Tender Log Book while archiving it at the end of the tender
    • Monitors documentation translationwhen relevant.
  • Manages the contractual exchanges during the negotiation phases:
    • Ensures recording and storage of the contractual exchanges with Client and any third parties (when relevant) including Q&A documentation exchanged during the whole tendering process up to contract signature
    • Provides contractual exchange reporting and indicators to Bid team (including visual management in Obeya).
  • Performance measurement / KPI (draft):
    • Documentation OTD follow-up including progress at each stage (writing, reviewing, validation and approbation).
    • Documentation quality contribution by métier at each stage (rework percentage).
    • Progress, Time to Respond and maturity of contractual answers provided during Q&A and negotiation phases
