Purpose of Job

 

  • The ITC Signaling Leader is responsible for the management and execution, Installation supervision and T&C activities related to a railway signaling subsystem (e.g. IXL, ATC, DCS, ...) up to its successful completion and handover to customer or warranty teams.
  •  He/she will lead test activities over railway signaling systems and ensure that the Installation and Test & Commissioning process is executed based on approved procedures, in a proper manner which follows Alstom’s standards, regulations, and local laws.
  • Ensure all required installation documentation provided by designers and instruction changes (including field modifications – FMI) are adequately recorded, reported and approved.
  • Conducts deep troubleshooting of wayside/railway systems and equipment to identify root cause of failures and integration issues, and identify/define containment and sustainable solutions, with support of the Test team and Engineering.
  • Ensures that safety and EHS is enforced in all steps leading toward solutions and during execution.
  • Reports all test and field work in timely manner. Ensure identification of non-conformities, defects, and workmanship issues and to record and document these in Alstom’s databases and is share with ITC and project management teams. Will conduct work planning, pre-work safety brief, post work debriefs and escalate matters as required with the objective of executing project QCD targets.

Key Responsibilities

 

§   Governance:

  • Deploys and ensures the application of Installation and T&C processes are followed by the ITC team within the project.
  • Pro-actively manages internal collaborations with project engineering, installation teams. Also manages collaboration with external technical partners, third parties entities and customers for T&C activities.

§   Planning:

  • Assists the PrCOM/ITC Manager to create, and approve the 4-weeks lookahead. Helps determines the activities and resources needed to execute the project schedule milestones as per Project DPD (Detailed Project Schedule).
  • Plans activities and assign personnel for installation supervision, site subsystem testing, site test and commissioning activities required to achieve revenue service of the signaling CBTC system. Negotiate with O&M and the City for the proper use of tools and hoist equipment.
  • Represent Alstom at the Access meetings to ensure site access is planned and granted in accordance with the approved project schedule.
  • Support the ITC Manager/PrCOM to plan ITC activities and resources, creates and updates the ITC schedule as input to the main Project schedule detailing activities, durations, and resources needed.
  • Provides weekly updates of activities, anticipates deviations and delays that could impact overall schedule, proposes relevant corrective action plans.
  • Aissist with the creation and review of the EHS Hazard Analysis to each activity planned and with ITC Team.

§   Quality:

  • Ensures ITC activities are carried out correctly and on time, according to the plan, budget, and contract requirements, and that Alstom standards are fully followed.
  • He/she may be responsible to author or verify ITC CDRL, planning their development with the support of the Pittsburgh TEG Team.
  • Create and update methods of the installation and T&C scope.
  • Ability to propose and supervise cut-over plans when executing brownfield projects.

§   People and Time Management:

  • Supervise EI (Electrical Installers) to ensure scope is delivered on time and to quality standards required by Alstom.
  • Coordinates staffing and training of the ITC team. Proactive towards development of resources competency to other ITC team members
  • Execute FMIs on-site per Engineering instructions.
  • Manages ITC personnel and activities on site, ensuring resources assignment and shifts are properly planned and trained to meet project milestones and comply with local regulations and EHS rules.
  • Ensures EHS compliance (Zero deviation), reports, and anticipates issues.
  • Supports the ITC Manager / PrCOM assessing the workload and creating the Monthly resources Planning.

§   Technical Scope:

  • Supervise guideway switches installation and refurbishment, girders, installation of the mechanical components, HPU (Hydraulic Part Unit) and SLCC (Switch Logical Control Cabinet).
  • Perform Installation PICO (Post Installation Check Out) tests to verify the proper functioning of the switches installed and refurbished.
  • Execute system demonstration tests through the HMI in the Central Control, and demonstrate switches are operational and works per design.   
  • Supports ITC testers executing tests, log analysis, and test reports.
  • Assist in troubleshooting and ensure defects are identified and corrections implemented.
  • Leads the team by example, with a clean and well-planned test execution strategy.
  • Commitment to the Project main milestones, leading the execution of them on-site.
  • Manages tools and ensures accurate calibration.
  • If requested, support the ITC Manager/PrCOM the V&V (Verification and Validation) board, explaining system behaviors experienced on site and proposing mitigations to allow safe operation.
  • Anticipates risks of technical issues and non-conformities, based on trend of field test results and promptly reports to them to the ITC Manager/PrCOM.

§   Communication:

  • Interfaces with customers as required and directed by the ITC Manager/PrCOM, as well as coordinate with the other project team functions (Engineering, System Integration Test, Safety Validation, HSE, Planning, Finance and Project Controlling) to ensure successful project execution.
  • Provide regular reports through periodic KPIs, Work Package Reviews and Project Reports. Resolve deviations, delays and other issues affecting or preventing progress of field activities.
  • Record NCRs, making the appropriate record on the test sheets and reporting the results to system validation which will assist in the punch list roll-out.
  • Provides test reports to Engineering Safety teams, supporting them in analyzing deviations and bugs identified during tests, and anticipates issues related to Quality, Cost, and Delivery (QCD) and EHS.
  • Ensures all design related issues are correctly reported in the adequate tools, including defect description and associated test context.
  • Issues the REX (Returns on Experience – lessons learned) on ITC activities and proposes updates/improvements to the Installation and T&C way of working/process/tools and the T&C Reference Library to optimize T&C performance.

Main Required Competencies

 

  • Educational Requirements
    • Mandatory
      • Bachelor’s degree in engineering (preferably electronics or embedded systems) or a Technician Degre with equivalent experience.
      • Good knowledge of English language (read, written, spoken)

      • Minimum 6 years of experience in Installation, T&C or V&V activities for signaling projects
      • Deep knowledge of one or more signaling subsystems
      • Knowledge of railway installation processes
      • Interface with Design, Installation stakeholders.
