Purpose of the Job
- Manage the technical contractual scope of the project ensuring its delivery according to the quality, cost, performance and scheduled commitment originally agreed and, if applicable, updated as a result of negotiated variation orders.
- Participate at the REX (Return of Experience) of the project.
- Providing support to one or several Bids leading the technical scope in line with policies, standards, regulation and customer specifications.

- Internal : Project Core team, Platform Engineering Team in charge of the Solutions to be deployed in the project, Methods & Tools Community, Project EHS Manager/Coordinator or RC EHS Manager/Engineer, RAM & Safety Assurance Manager
- External : Suppliers, Customers, Subcontractors, Partners, Auditors and/or Assessors
Main Responsibilities
Performance measurements:
The “PoS Technical Manager” work will be evaluated according to the following points:
- Project QCDP (Quality, cost, Delivery and Performance)
- Project Specification, including design documents approval status
- Engineering Management Plan application
- Assessment results based on internal audits and process inspections (applied in the project)
- Respect of performances of the system provided: 100%
- Quality of the works performed in the frame of Central function
Key Accountabilities
Manage the technical contractual scope of the project:
- Be accountable for the customer acceptance of the project solution
- Manage the project technical risks and the corresponding mitigation plan
- Identify potential savings and opportunities
- Together with the Project Manager, in case of contractual scope evolution, rise variation order and manage it
- Validate the technical design choices with the peers and the Platform in charge of the Solution to be deployed in the projectr
- Identify which are the applicable regulations in the customer country/city and ensure they are taken into account in project solution design
Manage the project solution, including the customization and specific configuration of the generic solution to meet Quality, Cost, delivery and Performance (QCPD) commitments:
- Ensure, with support of the required experts and involving all stakeholders, that all the technical requirements of the contract are fully addressed throughout the project lifecycle, from the capture stage up to the demonstration
- Raise, validate the Power Supply technical changes for the Project Change Control Board (CCB)
- Be responsible of the project Power Supply design studies and the application of internal development process& tools
- Be accountable for Engineering WP QCD
- Verify Project Safety Case (scope, strategy and exported constraints)
- Ensure the organization and manage Design reviews
Functionally lead the project engineering team:
- Allocate Task(s) across Project Engineering team and ensure engineering activities follow-up in cooperation with Power Supply Design Leader
- Together with Domain/Metier Leaders and Project Engineering Metier/Domain Department Heads, define the project engineering team organization according to the project phase (and as defined in the Engineering Management Plan)
- Deploy the applicable engineering process, methods & tools on the project
- Provide periodical report of the progress of design activities
- Manage and participate in the evaluation of the project engineering team
- Share Environment, Health & Safety (EHS) rules with project engineering team (receiving inputs from PM/ Project EHS Manager)
- Support assessment of the teams involved in project engineering activities
Manage the interface with the project core team:
- Provide all technical documents to the project core team members for the industrialization, procurement, installation, test & commissioning (technical specifications, product BOQ, architecture schematics, ...)
- Provide support to the Project Technical Manager on execution of technical activities on-shore (delegation of responsibility could be defined and formalized in the Engineering Management Plan of the Project)
- Solve technical issues detected by different core team members
- During project warranty, coordinate actions to support resolution of pending technical issues following Project Warranty Manager requirements
- Support Project Quality & Safety Manager to consolidate the REX of the Project and the Reliability Growth
- Support Project Engineering Domain/Metiers Department Head to define/perform knowledge capitalization
Educational requirements :
Mandatory
MEng Degree of Science in Engineering
Desirable
MEng Degree in Electrical Engineering
Master in Project Management
Experience :
Mandatory
- Engineering background in Traction Power, Medium Voltage, Low Voltage systems, including project deployment full lifecycle view
- Team Leadership
- Hands-on experience on functional or hierarchical team management
- Cost and planning control experience in engineering scope
- Hands-on experience on Customer relationship in contractual situations
Desirable
- Professional experience in railway transportation experience is appreciated
- Engineering product development full lifecycle view
